City Council Awards $22.5m Contract for 3 Community Centers to Jordan Foster Construction

After a Tuesday morning vote, construction will soon begin on the Chamizal, Alameda and Lomaland community centers.

El Paso City Council awarded the Guaranteed Maximum Price contract – valued at approximately $22.5 million – to Jordan Foster Construction, LLC for the construction of these projects.

“Our residents and visitors want more things to do in El Paso and these three dynamic community centers will definitely increase our sense of place and expand our recreational and educational offerings,” Capital Improvement Department Director Sam Rodriguez said.

The community centers will accommodate sports, fitness, aerobics, games and outdoor activities. The Chamizal and Alameda community centers include a library combo component, which will allow the public to drop off, pick up and order books, as well as utilize other library resources such as computers.

Via a news release, city officials added, “The community recreation centers will be constructed using the construction manager at risk delivery method, which is efficient and cost effective…this method incorporates the use of a “Guaranteed Maximum Price,” which is an agreement declaring that the project will not cost the City above the agreed upon amount, unless changes are made to design or new services are requested and incorporated into the construction of the project.”

With this action, the City will now make the necessary preparations to begin the construction of these bond funded community recreation centers within the next few weeks.

The facilities will be located at:

Chamizal Community Center – 2119 Cypress Avenue

Alameda Community Center – 7380 Alameda Avenue

Lomaland Community Center –  709 Lomita Drive (Lomaland Park).

Community Meetings on Recreation Center Projects Set for This Week

The City of El Paso’s Capital Improvement Department has scheduled three community meetings to update the public on the progress of three community recreation centers currently in design.

The facilities funded by 2012 Quality of Life Bond Program have an approximate total budget of $33 million, which includes land acquisitions, project management, design, construction and public art.

The centers will be constructed at the following locations:

  • Chamizal Community Center, 2119 Cypress Avenue
  • Alameda Community Center, 7380 Alameda Avenue
  • Lomaland Community Center 709 Lomita Drive (Lomaland Park)

The Chamizal and Alameda Community Centers will include a library combo component, which will allow the public to drop off, pick up and order books, as well as utilize other library resources such as computers.

At the meeting, City staff will be on hand to receive input on the public art portion of the project, and will present the design plans for the project.
