City of El Paso Celebrates Neighborhood Leadership Academy Graduates

The Neighborhood Leadership Program (NLA) Class of 2017, a group of forty (40) participants completed an 18-week program to learn about their local government earlier this month.

The Neighborhood Leadership Program, offered by the Department of Community and Human Development Neighborhood Services Division, is a free 18-week program that gives residents an inside look at city services and programs. It provides them with the skills, knowledge, and resources needed to tackle existing community challenges.

Participants received first-hand information about City services and programs through comprehensive presentations from City department leaders, and on-site field trips to various public facilities.

“Congratulations to these passionate and accomplished residents for their dedication to learn about Municipal Government and the willingness to serve in our community,” said Verónica R. Soto, Director of the Department of Community and Human Development. Resident leaders play an important role in strengthening our community and make a positive difference in our City.

This program provides residents with the tools and resources needed to effectively make a difference in our community.”

Twenty-two City departments, plus the El Paso Central Appraisal District, presented and hosted on-site fields trips to inform participants about their operations and available services to the public.

After completing this program, graduates are encouraged to apply for City boards and commissions, start or join a neighborhood association, and to be an ambassador to other residents, visitors and business about all the programs and services available to the community.

Notably, two past graduates of the Neighborhood Leadership Academy are now serving as elected City District Representative – Dr. Michiel Noe and newly elected Samuel Morgan.


Programs like the Neighborhood Leadership Academy support the City’s strategic goal to have transparent and consistent communication among all members of the community.

The 11th Annual Neighborhood Leadership Academy (NLA) Graduation was held on June, 21, 2017.
