Much of the work on the Go10 project this week is focused on opening the eastbound and westbound CD lanes. The CD lanes could be open by mid-May.

GO10

I-10 East at Sunland

Monday, April 22
9 p.m. to 6 a.m.

  • The main lanes of I-10 eastbound will close completely between the Sunland Park exit ramp and the Sunland Park entrance ramp. Detour: Motorists on I-10 eastbound will exit at Sunland Park (Exit 13) and immediately re-enter I-10 East at the next ramp.
  • Sunland Park Drive at the I-10 overpass will have one lane closed in each direction.
  • Crews will continue to install a pedestrian fence along the Sunland Park overpass.

  • I-10 eastbound will be reduced to one lane for approximately 2,000 feet starting prior to reaching the North Mesa exit ramp (Exit 11). The North Mesa eastbound exit will remain open.
  • Crews will be installing permanent signage in the shoulder of I-10 East.

 

Resler and Sunland Ramps

Tuesday, April 23, and Wednesday, April 24
9 p.m. each night to 6 a.m. each morning

  • The Resler entrance ramp to the eastbound CD lanes will close.
  • The eastbound Sunland Park exit ramp from I-10 will close. Motorists on I-10 East who wish to access Sunland Park Drive should use the North Mesa exit ramp (Exit 11).
  • Sunland Park Drive at the I-10 overpass will have one lane closed in each direction.
  • Crews will be re-striping the eastbound CD lanes, installing permanent signage, and installing a pedestrian fence along the Sunland Park overpass.

 

I-10 Connect

Wednesday, April 24, from 9 p.m. to 5 a.m.
and Thursday, April 25, from 9 p.m. to 5 a.m.

  • US 62 (Paisano Drive) will be closed to all traffic between Gateway Boulevard North and Gateway Boulevard South.
  • Detour: Westbound traffic will turn right on Gateway North, left on SH 20 (Alameda Avenue), left on Loop 478 (Copia Street), and then rejoin Paisano. Eastbound traffic will turn right on San Marcial Street, left on Delta Drive, left on Boone Street, and then rejoin Paisano.
  • Crews will begin placing support columns.

Sunday, April 28, at 3 a.m. to Monday, April 29, at 6 a.m.

  • Eastbound Interstate 10 will be closed to all traffic at US 54.
  • The on-ramp that connects Gateway Boulevard East to eastbound I-10 east of Loop 478 (Copia Street) will be closed to all traffic.
  • Detour: Eastbound traffic on I-10 will take Exit 22A (Loop 478/Copia Street), continue east on Gateway Boulevard East, and re-enter I-10 east at Raynolds Street.
  • Crews will be removing old pavement, placing new pavement, re-striping travel lanes and placing safety barriers.
  • Traffic on westbound I-10 will not be impacted by this work. However, a similar 27-hour closure of westbound I-10 at US 54 will be required in the coming weeks.

TxDoT/Go10/10Connect closures, detours for Week of April 13

Long before motorists can drive on them, work is underway on the unseen, underground supports for some of the new direct connector ramps being built as part of the Texas Department of Transportation’s I-10 Connect Project in Central El Paso.

Crews have begun work at several locations on drilled shafts which will support the columns for several new bridges. The shafts are four to five feet in diameter and some extend almost 90 feet below the surface. After the shafts are drilled, workers build a basketlike structure of steel rebar and insert it into the hole. The hole is then filled with concrete on top of which bridge support columns will eventually be built.

Crews are currently drilling shafts for Bridge No. 4 which will connect southbound US 54 to the Bridge of the Americas by flying high over Interstate 10 as well as several new and existing ramps at the Spaghetti Bowl. They are also working on shafts for Bridge No. 8 which will provide direct access from eastbound Loop 375 to eastbound I-10 by running parallel to northbound US 54 over US 62 (Paisano Drive).

The work requires a mobile drill rig, concrete pump and other heavy equipment. To ensure the safety of motorists and workers during these operations, the following closures are scheduled for the week of April 14, 2019:

Sunday, April 14, 2019, 9pm to 5am

  • Westbound US 62 (Paisano Drive) will be closed to all traffic between Gateway Boulevard North and Gateway Boulevard South.
  • DETOUR: Westbound traffic will turn right on Gateway North, left on SH 20 (Alameda Avenue), left onLoop 478 (Copia Street), and then rejoin Paisano.
  • The ramp which connects Gateway Boulevard North to eastbound Interstate 110 will be closed to all traffic.
  • DETOUR: Traffic seeking to use I-110 to access I-10 will remain on Gateway North, turn right on Alameda and then access I-10 via Raynolds Street.
  • Lane closures will be in place on eastbound Interstate 110 between US 62 (Paisano Drive) and SH 20 (Alameda Avenue).

Crews will be working on drilled shafts.

Monday, April 15, 2019, 9pm to 5am

  • Westbound US 62 (Paisano Drive) will be closed to all traffic between Gateway Boulevard North and Gateway Boulevard South.
  • DETOUR: Westbound traffic will turn right on Gateway North, left on SH 20 (Alameda Avenue), left onLoop 478 (Copia Street), and then rejoin Paisano.

  • Southbound US 54 will be closed to all traffic south of US 62 (Paisano Drive).
  • DETOUR: Traffic bound from southbound US 54 to eastbound Loop 375 will take Exit 20A (US 62/Paisano Drive) and proceed straight ahead on Gateway Boulevard South to access eastbound Loop 375. Traffic bound from southbound US 54 to westbound Loop 375 will take Exit 20A (US 62/Paisano Drive) and turn right on Paisano and proceed west for 1.6 mile before turning left on Coles Street to access westbound Loop 375.

Crews will be working on drilled shafts.

The Following Long-Term Closures Will Remain In Place During the Week of April 14:

  • The u-turn from Gateway Boulevard North to Gateway Boulevard South at Pershing Drive remains closed until further notice.
  • Ramp T which connects Gateway Boulevard North to northbound US 54 remains closed until further notice.
  • Both u-turns between Gateway Boulevard North and Gateway Boulevard South at US 62 (Paisano Drive) remain closed until further notice.
  • Lane closures are in place on eastbound and westbound US 62 (Paisano Drive) at US 54 until further notice.
  • Intermittent lane closures on Gateway Boulevard South between Findley Avenue and Paisano Drive (US 62).

All closures are subject to change due to weather or field conditions. On ramps and off ramps may close up to an hour before stated times.

  • 27-hour closure on Mesa for our GO10 project is this weekend. Plan accordingly if you plan to be in that area between Sunday 3a.m. and Monday 6a.m., then be careful Monday morning as eastbound traffic on Mesa will experience a traffic shift between Osborne and Remcon.

  • All exit ramps and entrance ramps at the I-10/North Mesa interchange will close.
  • South Desert Boulevard will close at McClintock Street.
  • North Mesa Street (SH 20) will close in both directions between Osborne Drive and Remcon Circle.
  • Milestone: Once this 27-hour closure lifts, lanes on North Mesa Street (SH 20) between Osborne and Remcon will be in their final configuration, and driveways to nearby businesses will be restored.
  • Note: If this work activity is canceled, then it will be rescheduled for March 10-11.

 

I-10 Westbound

  • The right lane on I-10 westbound will be closed for approximately 1,300 feet starting at approximately mile marker 15 (the Top Golf area).

Here are the project closures for the week ahead. They include a 27-hour closure at Mesa that will result in a traffic switch and an overnight closure of the Anthony overpass.

This 27-hour closure will result in a Phase 3 lane pattern change on North Mesa Street (SH 20). Phase 3 will allow crews begin the three-month process to upgrade the remaining section of pavement on North Mesa Street (SH 20).

Mesa Park Interchange Project 

Friday, Dec. 14 through Monday, Dec. 17
9 p.m. to 6 a.m. (57-hour continuous closure)

  • I-10 eastbound Executive entrance ramp will be closed
  • Saturday, Dec. 15, during the morning hours, traffic will enter I-10 eastbound under a temporary ramp, while the old adjacent entrance ramp undergoes construction
  • Monday morning traffic will be using a new portion of the Executive eastbound entrance ramp
  • To avoid congestion in the area, traffic should seek alternate routes through Sunland Park, Schuster or Downtown entrance/exit ramps in the area.

The latest on I-10/Sunland Park

Earlier this month, we told you crews were aiming to complete the Sunland Park Drive main overpass by the end of September.  Due to inclement weather and due to delays at a different location, crews are now aiming for mid-November to open the main overpass at Sunland Park Drive.

The latest on I-10/Resler

Once the Sunland Park overpass is open, the plan is to close the westbound Resler exit ramp for approximately six to eight weeks. Crews will be reconfiguring the Resler exit ramp and replacing the ramp’s pavement.  While the Resler exit ramp is closed, drivers may use the Sunland Park westbound exit instead. The latest on I-10/North Mesa

Two more lane pattern changes are coming to North Mesa Street (under the I-10 overpass) this year. The first lane pattern change could be in place by October 15. This change will require a 27-hour closure on October 14, as detailed below. The second change should occur before December. Delays have occurred at this location; but, plans are in place to recoup.

Almost there 

GO 10 is a four-year project that started in April 2015 and ends April 2019 (7 months away). When finished, crews will have:

  • Installed an equivalent of 72 acres of concrete pavement.
  • Erected an equivalent of 98 houses worth of retaining walls.
  • Moved enough dirt to fill 306 Olympic-sized swimming pools.
  • Built, rebuilt or widened 29 bridges – a length of approximately 11 football fields.

·      McClintock Drive access to South Desert Boulevard will close.

·      South Desert Boulevard will close between McClintock Drive and North Mesa Street (SH 20).

 

Crews will be moving barrier walls and re-striping lanes.

 

IMPORTANT:  After the closure lifts, motorists on North Mesa Street (SH 20) at the I-10 overpass will experience a change in traffic lane patterns.  Motorists should plan for extra travel time and approach the area cautiously and patiently.

Last week, GO 10 announced a 27-hour closure of North Mesa Street would occur September 30-October 1.  That closure is now postponed to October 7-8.  The one proviso: inclement weather could cause the closure to be postponed again to the following weekend, October 14-15.

City Terminates Contract for Robinson Avenue Reconstruction Project

City Council voted Tuesday to terminate its contract with Saab Site Contractors in an effort to advance the Robinson Avenue reconstruction project which has experienced “significant setbacks.”

“The contactor had been given ample time to comply with the contract agreement. The action taken today by the City is necessary to complete these street improvements, which should have been completed in 2017. We owe it to the community to get the work done,” City of El Paso Capital Improvement Department Director Sam Rodriguez said.

Council’s vote enables the City of El Paso’s Capital Improvement Department to coordinate the completion with the surety company that bonded the project.

Construction on the Robinson reconstruction project began in 2016. Robinson from Piedmont Drive to Rim Road/Scenic Drive was programmed to receive a new concrete driving surface and drainage improvements.

The approximate $2.7 million project is funded through the 2012 Street Capital Infrastructure Plan.

In addition to a new roadway surface and drainage improvements, the Robinson reconstruction project aims to introduce a multi-modal transportation element, with a hike and bike path which will allow for users to have a safe path as they are able to enjoy the beauty of Billy Rogers Arroyo, the Franklin Mountains, and the views off of Scenic Drive.

Native trees and landscaping will also enhance the experience of all users. Safety illumination is also included as part of the project at the intersections.

The next steps in the project are to engage the surety company and take any necessary actions required to secure the site until resumption of work.

Project completion is anticipated by the fall of 2018.

GO 10 is on the tail-end of its four-year timeline and that means plenty of construction milestones to applaud:

  • Recently, crews finished paving half of North Mesa Street (SH 20) under the I‐10 overpass. Work will start next week to start paving the other half. Traffic on North Mesa Street (SH 20) will be switched onto the newly paved lanes later this month.
  • Next week, crews will place the final beams on the new Sunland Park overpass.
  • On August 20, the I‐10 Westbound overpass at North Mesa Street (SH 20) will open to traffic.

Plus, 27-hour closures are planned for Aug 19 and Aug 26.

·      The North Mesa exit ramp (Exit 11) from I-10 Westbound will close.

Detour:  Motorists on I-10 Westbound who want to exit at North Mesa (Exit 11) should find an alternate exit ramp or follow the detour signs in place.

Next week closures on I-10 will still be in effect so progress can continue to be made on the Sunland Park Drive overpass.

In addition, the I-10 closure for our Vinton project was rescheduled for the 17 and 18, US 54 southbound will be closed all weekend between Hondo Pass and Hercules for work on the pedestrian bridge plus the Gateway Blvd (I-10) westbound Viscount entrance ramp will close July 23 so crews can progress on our Braided Ramp project

  • GO 10, Mesa Park Interchange and Border West Expressway all have planned closures on I-10, it is best to avoid I-10 on the westside after 8:30 p.m. if at all possible.
  • There are extended closures for Campbell and Kansas scheduled, an extended reconfiguration for Montana and a traffic switch planned for Alameda.

If Resler Drive is your usual I-10 exit, then pay attention – crews are exploring ways to avoid closing the Resler Drive exit ramp for several weeks starting sometime this month or early next month.

Officials say, “If there is no way to avoid it, the goal will be to restore the exit ramp before the new school year starts. Be prepared: starting considering your alternate routes.”

Detour:  Traffic on I-10 Westbound will exit at Sunland Park (Exit 13), follow Sunland Park Drive to North Mesa Street (SH 20), then follow North Mesa Street (SH 20) to re-enter I-10 Westbound. Traffic on North Mesa Street should follow the detour signs.

 

NOTICE:  This 27-hour closure will result in several changes to traffic lane patterns along I-10 Westbound near Resler Drive. Motorists exiting I-10 Westbound at North Mesa (Exit 11) will also notice the signalized intersection at North Mesa Street (SH 20) will be shifted to the left.

·      Paisano Drive (US 85) will close at Sunland Park Drive.

·      Crockett Street access to Paisano Drive (US 85) will close.

·      The Resler Drive flyover ramp to I-10 Eastbound will close.

 

I-10 West at Mesa

 

27 HOURS

Sunday, July 1

3 am to 6 am the next day

 

·      I-10 Westbound will close completely at North Mesa Street (Exit 11). Motorists will exit at North Mesa (Exit 11 and follow the frontage to re-enter I-10 at the next entrance ramp.

·      North Mesa Street (SH 20) will close completely in both directions under the I-10 overpass. All entrance ramps to I-10 from North Mesa Street will be open. Follow the detour signs.

·      NOTE: Crews could open North Mesa Street (SH 20) as early as 4 pm on July 1.

 

Crews will be placing bridge deck panels and pouring concrete onto the new I-10 Westbound overpass.

  

Curing Time: For several hours during this closure, it may seem as though no work is taking place; but in fact, the freshly poured concrete will be curing (drying and hardening).
