Streetcar work Accelerates ahead of Shopping Season, Community Celebrations

As the Holiday Season ramps up, crews from Paso del Norte Trackworks are working to minimize the construction impact in high-traffic shopping areas and on community celebrations, which are anticipated along the 4.8 mile route of the El Paso Streetcar Project.

In order to re-open Santa Fe Street before the Celebration of Lights at San Jacinto Plaza and WinterFest at Arts Festival Plaza, crews will close Santa Fe Street to all traffic on Monday, November 7, 2016, between Franklin Avenue and Overland Avenue. This closure is necessary to pave and stripe this part of the street and is estimated to last approximately four weeks.

Also on Monday, San Antonio Avenue will be closed to thru traffic at Santa Fe Street. Santa Fe Street will re-open to one lane in each direction between Overland Avenue and Paisano Drive.  Overland Avenue will re-open at Santa Fe Street at this time.

During this work, motorists can access the Convention Center parking garage thru a temporary entrance on San Antonio Avenue at Chihuahua Street.

Existing lane restrictions remain in place on Kansas Street between Franklin Avenue and Father Rahm Avenue. Main Drive, Mills Avenue, San Antonio Avenue, and Overland Avenue remain closed to thru traffic between Kansas Street and Stanton Street. This work is also being coordinated to accommodate the Celebration of Lights parade.

To avoid both of these work zones, commuters who usually use Santa Fe Street or Kansas Street are encouraged to consider the following alternate routes:

  • I-10 East to Exit 16/Executive Center Boulevard to Paisano Drive to access Downtown.
  • I-10 East to Exit 18B/Porfirio Diaz Street to Franklin Avenue to Durango to Paisano to access Downtown.
  • I-10 West to Exit 20/Cotton Street and access Downtown via Texas Avenue or Myrtle Avenue.
  • Loop 375 West/César Chávez Border Highway to Campbell Street to access Downtown.

Crews have closed the intersection of Stanton Street to thru traffic between Baltimore Drive and Robinson Avenue to finalize utility relocation work there. Cincinnati Avenue is closed to thru traffic between Kansas Street and Stanton Street. This closure is expected to last approximately three weeks and will allow crews to begin laying rail along this section of Stanton Street in early 2017.

To accommodate the Holiday Shopping Season, work will not take place in the heart of the Kern Place/Cincinnati Avenue District between Thanksgiving and Christmas. However, the intersection of Stanton Street and Boston Avenue will close beginning on Monday, November 28, 2016, so crews can finalize utility relocation work there. This closure will last between three and five weeks.

Crews also continue working to re-open Father Rahm Avenue in South El Paso in advance of the Holiday Shopping Season there. To accommodate this work, Father Rahm Avenue remains closed to thru traffic between Kansas Street and Santa Fe Street while Mesa and Oregon Street remain closed between 4th Avenue and 6th Avenue. Lane restrictions remain in place on El Paso Street and Stanton Street between 4th Avenue and 6th Avenue.

Some work will be required along Father Rahm Avenue after the Holiday Shopping Season.

As work continues along the 4.8 mile route, the following traffic impacts will remain in place during the week of November 7, 2016:

Street Closures

  • Oregon Street between Rio Grande Avenue and Schuster Avenue (reduced to single northbound lane)
  • Crosby Avenue, Cliff Drive, River Avenue and California Avenue immediately west of Oregon Street
  • Arizona Avenue between Kansas Street and Stanton Street
  • Stanton Street between Rio Grande Avenue and California Avenue
  • Arizona Avenue between Mesa Street and Oregon Street
  • Rio Grande Avenue between Oregon Street and El Paso Street

Lane Restrictions

  • Schuster Avenue at Oregon Street
  • Santa Fe Street between Montestruc Court and Overland Avenue
