TxDoT/Go10/i-10 Connect Work, Detours for Week of March 17

Here’s a look at the road project closures for the week ahead.

With the I-10 Connect project is underway, ramp closures continue as crews install concrete barrier to secure the work area. We saw the first long term closure this week along with impacts to international traffic. The Full list is below. Drivers can sign up for alerts on: here, or they can also follow the project on social media platforms.

PLAN AHEAD: The North Mesa westbound entrance ramp to I-10 will close on March 17 until further notice while crews rebuild the ramp.

  • The North Mesa entrance ramp to I-10 Westbound will close March 17 and will remain closed for approximately three weeks. We are aiming to open the ramp on April 7.
  • The Resler exit ramp from I-10 Westbound could open by the end of March. Crews are aiming for March 29.
  • I-10 Westbound will close completely at Executive Center for a 27-hour period on Saturday, March 23. We usually conduct 27-hour closures on a Sunday; but, not this time.

Crews will soon begin major construction work on the I-10 Connect Project in Central El Paso, but they have at least one more week of setting up temporary concrete barriers to protect motorists and construction crews.

While work will continue each day next week, motorists should pay special attention to the overnight closures which are scheduled on Tuesday, March 19, and Wednesday, March 20. Those nights include the following impacts:

  • A complete one-night closure of US 54 between Loop 375 and the Yandell Drive overpass.
  • A complete one-night closure of Ramp D linking southbound US 54 to eastbound I-10.
  • When Ramp D re-opens, it will be reduced to one lane for several months.

GO10

I-10 West at Mesa

27-hour Closure
Sunday, March 17 at 3 a.m., to Monday, March 18 at 6 a.m.

  • I-10 westbound will close completely at the North Mesa Street exit ramp (Exit 11). Detour: Motorists on I-10 westbound will exit at North Mesa Street (Exit 11), follow North Mesa Street (SH 20) to Doniphan Drive, then follow Doniphan Drive to Redd Road. Motorists may reenter I-10 westbound using the Redd Road entrance ramp.
  • North Desert Boulevard will close between North Mesa Street (SH 20) and the North Mesa entrance ramp to I-10 westbound. North Desert Boulevard may open before noon on March 17.
  • The North Mesa entrance ramp to I-10 westbound will close and remain closed until further notice. Detour: Motorists may use the Redd Road entrance ramp to I-10 westbound. Access to the Redd Road entrance ramp will be available via Desert Boulevard North.
  • North Mesa Street (SH 20) will close in both directions between South Desert Boulevard and Remcon Circle.
  • South Desert Boulevard at the North Mesa Street signalized intersection will be restricted to right turns only onto North Mesa Street (SH 20).
  • When this closure lifts, the North Mesa entrance ramp to I-10 westbound will be out of service for approximately three weeks while crews build the new entrance ramp.

I-10 West at Sunland

Monday, March 18, through Thursday, March 21
9 p.m. each night to 6 a.m. each morning

  • I-10 westbound will close completely between Executive Center Boulevard and North Mesa Street (SH 20).
  • Detour: Motorists on I-10 westbound will exit at Executive Center (Exit 16), follow Executive Center Boulevard to North Mesa Street (SH 20), then follow North Mesa Street (SH 20) to North Desert Boulevard. Motorists may re-enter I-10 westbound at the Redd Road entrance ramp.
  • Sunland Park Drive will close in both directions between Paisano Drive and the mall traffic signal lights.
  • The Schuster/UTEP entrance ramp to I-10 westbound will close.
  • The US 85 direct connector bridge westbound, which leads to Sunland Park Drive, will close at McNutt Road.
  • The Racetrack Drive entrance ramp to the US 85 bridge to Sunland Park Drive will close. This closure is necessary while crews conduct pavement work in the area and haul debris away from the area.

·      The US 85 direct connector westbound bridge, which leads to Sunland Park Drive, will close at McNutt Road.

·      Paisano Drive (US 85) – near the auto dealerships – will close at Sunland Park Drive.

·      Crockett Street access to Paisano Drive (US 85) will close.

·      The Sunland Park flyover ramp will be open.

·      The Resler flyover entrance ramp to I-10 Eastbound will close.

Sunday, March 17, 2019, 9pm to 5am

  • Westbound US 62 (Paisano Drive) will be reduced to two lanes between Gateway Boulevard North and Interstate 110.
  • Eastbound US 62 (Paisano Drive) will be closed to all traffic between Gateway Boulevard North and Gateway Boulevard South.

 

DETOUR: Eastbound thru traffic will detour by turning right on San Marcial Street, left on Delta Drive, and left on Boone Street before returning to US 62 (Paisano Drive). Traffic bound from US 62 (Paisano Drive) to Juárez via the Bridge of the Americas will not be impacted.

 

Crews will be placing concrete barriers.

 

Monday, March 18, 2019, 9pm to 5am

  • Eastbound US 62 (Paisano Drive) will be reduced to two lanes between I-110 and Gateway Boulevard North.
  • Westbound US 62 (Paisano Drive) will be closed to all traffic between Gateway Boulevard South and I-110.

 

DETOURS: Westbound thru traffic will detour by turning right on Gateway Boulevard North, left on SH 20 (Alameda Avenue) and left on Loop 478 (Copia Street), before returning to US 62 (Paisano Drive). Traffic bound from eastbound US 62 (Paisano Drive) to Juárez via the Bridge of the Americas will not be impacted. Traffic bound from westbound US 62 (Paisano Drive) to Juárez via the Bridge of the Americas should instead access the port of entry by travelling on Interstate 10 to Exit 22B and entering Juárez via I-110.

 

Crews will be placing concrete barriers.

  

Tuesday, March 19, 2019, 9pm to 5am

  • Ramp D which connects southbound US 54 to eastbound I-10 will be closed to all traffic.

 

DETOUR: Traffic bound from southbound US 54 to eastbound I-10 will detour by remaining on southbound US 54, taking Exit 20A (US 62/Paisano Drive), turning right on Paisano, then right onto eastbound I-110. Traffic will then be able to access eastbound I-10.

 

When Ramp D re-opens, it will be reduced to one lane for several months.

 

  • US 62 (Paisano Drive) will be closed to all traffic between Gateway Boulevard North and Gateway Boulevard South.

 

DETOURS: Westbound thru traffic will detour by turning right on Gateway Boulevard North, left on SH 20 (Alameda Avenue) and left on Loop 478 (Copia Street), before returning to US 62 (Paisano Drive). Eastbound thru traffic will detour by turning right on San Marcial Street, left on Delta Drive, and left on Boone Street before returning to US 62 (Paisano Drive). Traffic bound from eastbound US 62 (Paisano Drive) to Juárez via the Bridge of the Americas will not be impacted. Traffic bound from westbound US 62 (Paisano Drive) to Juárez via the Bridge of the Americas should instead access the port of entry by travelling on Interstate 10 to Exit 22B and entering Juárez via I-110.

DETOURS: Traffic bound from eastbound Loop 375 to northbound US 54 will detour by taking Exit 59 (US 62/Paisano Drive/Coles Street), turning right on Paisano and proceeding approximately 1.6 miles before turning left on Gateway Boulevard North. From Gateway North, traffic will turn right on SH 20 (Alameda Avenue), then left on Raynolds Street. Traffic will turn right on Gateway Boulevard East, u-turning at Paisano Drive before entering westbound I-10 and accessing northbound US 54 from I-10 via Exit 22B (US 54/Alamogordo/Fort Bliss/Juárez). Traffic bound from westbound Loop 375 to northbound US 54 will detour by taking Exit 20 (US 62/Paisano Drive) and joining the above detour on Gateway Boulevard North.

Thursday, March 21, 2019, 9pm to 5am

  • Eastbound US 62 (Paisano Drive) will be closed to all traffic between San Marcial Street and Gateway Boulevard North.

 

DETOURS: Eastbound thru traffic will detour by turning right on San Marcial Street, left on Delta Drive, and left on Boone Street before returning to US 62 (Paisano Drive). Traffic bound from eastbound US 62 (Paisano

 

 

Drive) to Juárez via the Bridge of the Americas will follow the above detour then turn left onto westbound US 62 (Paisano Drive). From Paisano, traffic will access the Bridge of the Americas by turning left onto I-110.

  • Lane closures will be in place on Gateway Boulevard North between US 62 (Paisano Drive) and SH 20 (Alameda Avenue).

 

Crews will be installing fiber optic communication lines.

 

Long Term Closure

  • As was previously announced, the u-turn from Gateway Boulevard South to Gateway Boulevard North at Paisano Drive is now closed until further notice.

I-10 Connect: Tuesday’s Overnight Closures Extended to Wednesday Night

To ensure the safety of workers constructing the I-10 Connect project, the overnight closure of southbound US 54 which was in place on Tuesday night will be in place again Wednesday night.

The ramp and u-turn closures which were set for Wednesday night have been rescheduled.

The closures are necessary as crews continue placing temporary concrete barrier to outline the work zone for the I-10 Connect project in South Central El Paso. The 30-foot, 42-inch barriers will create an added layer of separation — and safety — between motorists, construction crews and heavy machinery.

The following updated overnight closures and detours will be in place to accommodate this work:

EXTENDED: Wednesday, March 13, 2019, 9pm to 5am

  • Southbound US 54 will be closed to all traffic at US 62 (Paisano Drive)
  • Traffic bound from southbound US 54 to eastbound Loop 375 will detour by taking Exit 20A (US 62/Paisano Drive), traveling on Gateway Boulevard South, and continuing to eastbound Loop 375.
  • Traffic bound from southbound US 54 to westbound Loop 375 will detour by taking Exit 20A (US 62/Paisano Drive) and turning right on Paisano, continuing west for approximately 1.6 miles before turning left on Coles Street and accessing Loop 375.

Crews will be placing concrete barriers.

Lane closures along US 62 (Paisano Drive) at US 54 which were originally set for Thursday, March 14, will be rescheduled.

The I-10 Connect project is at the intersection of Interstate 10 and US 54 in El Paso County. The project extends from I-10 to Loop 375 (Cesar Chávez Border Highway) and provides access to the Bridge of the Americas (BOTA) via I-110.

The $96 million project includes the construction of four new direct connectors, a full reconstruction of the I-110/US 62 (Paisano Drive) interchange, and removes exit ramps from US 62 to I-110.

I-10 Connect will improve connectivity between I-10 and Loop 375, also providing an alternate route to I-10.   • Milestone: Once this 27-hour closure lifts, lanes on North Mesa Street (SH 20) between Osborne and Remcon will be in their final configuration, and driveways to nearby businesses will be restored.
  • Note: If this work activity is canceled, then it will be rescheduled for March 10-11.

 

I-10 Westbound

  • The right lane on I-10 westbound will be closed for approximately 1,300 feet starting at approximately mile marker 15 (the Top Golf area).
  • Note: This lane closure will reduce I-10 westbound from three lanes to two lanes.
  • Crews will be in the area working on the traffic camera system.

The TxDOT El Paso District will be holding a public hearing next week, regarding the upcoming I-10 Connect project.

“I-10 Connect is a critical component in our local highway system,” said El Paso District Engineer Bob Bielek. “It will improve mobility and address congestion on the existing roadway network. We have all seen I-110 congestion as vehicles head into Juarez. This project addresses the mobility issues and also addresses air quality and safety concerns brought up by the community regarding commercial traffic impacting the surrounding neighborhoods by eliminating access to the Port of Entry from Paisano.”

The proposed project consists of constructing direct connectors, ramps, and auxiliary lanes and widening existing ramps and direct connectors between I-10, I-110, United States Highway (US) 54, and Loop 375 (Cesar Chavez Border Highway).

TxDoT officials add that the proposed project would “improve mobility and address congestion on the existing roadway network.”

During the hearing, the community will hear about the planned improvements and will be able to comment on the proposed project. Displays will be available for viewing at 5 p.m. with the formal presentation starting at 6 p.m.

The hearing will be conducted in English, but a Spanish interpreter will be present.

Unlike a public meeting, a public hearing is held after project location and design studies are developed and are held to gather community comments from all interested parties for the official public record prior to a final decision.

The meeting is scheduled for Monday, July 30 at Texas Tech University Health Sciences Center Medical Education Building, located at 5001 El Paso Drive.
