Go10, Connect10, TxDoT closures, detours and work for week of July 28

While no closures scheduled for the week of July 28 on the Go10 projects, crews continue to work through a checklist of final work items. This work is expected to last through the end of August.  Lane closures may or may not be required during this time.

I-10 Connect (Make sure you visit the I-10 Connect webpage for any updates)

Overnight closures on eastbound Interstate 10 at US 54 and ramps to Juárez will resume next week as work nears completion on a massive column in the freeway median. The column will support a new direct connector ramp linking southbound US 54 to Juárez.

While motorists have gotten used to eastbound overnight freeway closures in the last few weeks, closures on Tuesday and Wednesday nights will bring with them new detours to give crews more room to complete their work.

Sunday, July 28, Monday, July 29 and Thursday, August 1

9 p.m. to 5 a.m.

  • Ramp F which connects westbound I-10 to Juárez will close to all traffic.
  • DETOUR: Take Exit 22B (US 54/Alamogordo/Juárez/Fort Bliss) to northbound US 54, take Exit 23 (Cassidy Road/Fort Bliss), take Exit 22B (Pershing Drive), use the turnaround to re-enter southbound US 54 and follow signs to Juárez.
  • Ramp G which connects eastbound I-10 to Juárez will close to all traffic.
  • DETOUR: Take Exit 22B (US 54/Alamogordo/Juárez/Fort Bliss) to northbound US 54, take Exit 22B (Pershing Drive), use the turnaround to re-enter southbound US 54 and follow signs to Juárez .
  • Gateway Boulevard East will be intermittently closed to all traffic at Lincoln Center.
  • Crews will be preparing parts of an existing ramp for demolition.

Tuesday, July 30, and Wednesday, July 31

  • Eastbound I-10 will close to all traffic at US 54.
  • EASTBOUND I-10 DETOUR: All traffic must take Exit 22A (Loop 478/Copia Street), continue on Gateway Boulevard East and re-enter I-10 at Raynolds Street.
  • NORTHBOUND US 54 DETOUR: After re-entering I-10, take Exit 24A (Trowbridge Drive), utilize the newly widened turnaround to enter westbound I-10, then take Exit 22B (US 54/Alamogordo/Juárez/Fort Bliss).
  • CIUDAD JUÁREZ DETOUR: Remain on Gateway Boulevard East, turn right on westbound US 62 (Paisano Drive) and continue to the Bridge of the Americas.
  • The left lane of westbound I-10 will be closed at US 54.
  • Crews will be working on a column.

Trevino named new District Engineer for El Paso TxDoT

Officials with the Texas Department of Transportation announced the appointment of Tomas Trevino, P.E., as the new El Paso District Engineer, effective July 10, 2019.

Mr. Trevino will oversee the planning, designing, building, operation and maintenance of the state transportation system for the six-county El Paso District in his new role.

“I am excited to work with the employees of the El Paso District, to develop the needed transportation projects in the El Paso District,” said Trevino. “I also look forward to working with our local partners and contracting community to deliver these transportation needs in a timely manner.”

Trevino comes to El Paso from the Corpus Christi District, where he has served as Deputy District Engineer. His current position includes managing the district’s Alternative Delivery Program, with oversight on the new Harbor Bridge Design-Build Project.

“Tomas brings a wealth of knowledge and leadership experience to the position,” said TxDOT Director of District Operations Randy Hopmann. “He has been involved with various committees across the state and his role in the Area Engineer training class these past few years demonstrated his commitment to developing our employees and the future of the Department.”

A 27-year veteran of the Department, Tomas has worked his entire TxDOT career in the Corpus Christi District. During his tenure, he has served in many roles for the Corpus Christi District, including Geometric Design Engineer, Alice Area Engineer, and Director of Operations.

As Director of Operations he led the Hurricane Harvey response for the district and oversaw clean-up efforts bringing safety and hope to communities along the coast.

After earning his bachelor’s degree in Civil Engineering from Texas A&I University in 1991, Tomas had a short stint with the Washington Department of Transportation in Seattle, but he moved back to Texas in 1992 and began work with TxDOT’s Corpus Christi District as an Engineering Assistant for the Sinton Area office.

Public invited to comment on TxDoT’s Transportation Plan

El Pasoans and residents from around the county are invited to comment on the Texas Department of Transportation’s (TxDOT) Unified Transportation Plan (UTP).

“Public comment is critical for planning across the state, but especially important in the El Paso District. We are the largest geographical TxDOT district, spanning 21,700 square miles, said TxDOT Director of Transportation Planning and Development Eddie Valtier, P.E. “The needs of our district vary – not only because of our dual urban/rural characteristics, but also because of the varying geographical characteristics across our six counties.”

A public meeting is scheduled for Thursday, July 11, starting at 3 p.m. at TxDOT El Paso District Headquarters 13301 Gateway Boulevard West.

The Unified Transportation Program (UTP) is TxDOT’s ten-year programming document to authorize and guide transportation project development and construction on Texas’ intermodal transportation network. It is updated, and adopted by the Texas Transportation Commission annually.

The UTP includes funding strategies and projects to maintain and preserve the existing transportation system and taxpayer investments. The UTP also includes funding strategies and projects to construct transportation infrastructure.

The UTP is neither a budget nor a guarantee that projects will or can be built. However, it is a critical tool in guiding transportation project development within the long-term planning context.

Go10/TxDoT Closures, Detours for Week of December 9

A 27-hour closure is set for Sunland Park Drive this Sunday, December 9, starting at 3 am.  The closure is scheduled to lift by 6 am on Monday, December 10; but, crews are aiming to lift it early – possibly by 8 pm on Sunday, December 9.

We will keep you updated on Twitter and Facebook.  The purpose of this closure is to open four of traffic (two lanes in each direction) on the Sunland Park Drive main, middle overpass.

TxDoT To Hold Meetings on Loop 375 Frontage Roads, Northeast Parkway

Community members are invited to participate in two upcoming TxDOT meetings in the El Paso District.

The first is a public hearing on the proposed improvements to Loop 375 from Farm-to-Market (FM) 76 (North Loop Drive) to the Zaragoza Port of Entry (POE) on July 25. The other is a public meeting on the proposed Northeast Parkway July 26.

A public hearing is held after project location and design studies are developed and are held to gather community comments from all interested parties for the official public record prior to a final decision.

A public meeting is held throughout the planning process and is intended to present information, exchange ideas and gather input from the public on the need for, and possible alternatives to, a project.

Loop 375 Frontage Roads Configuration Public Hearing  |  Wednesday, July 25

Del Valle High School, 5p.m., presentation at 6 p.m.

The public hearing on the Loop 375 frontage roads will take place on Wednesday July 25, at Del Valle High School, 950 Bordeaux Drive. Displays will be available for viewing at 5 p.m. with the formal presentation at 6 p.m. The purpose of the hearing is to provide information about the proposed project and gather input from the public.

The 2.4-mile long project is intended to improve mobility and reduce congestion by extending frontage roads across the Union Pacific Railroad (UPRR) and reconfiguring ramps. The existing Loop 375 frontage roads generally consist of three lanes in each direction, with two 14-foot-wide lanes and one 12-foot-wide lane.

The proposed improvements would extend the frontage roads over the UPRR just north of the Alameda Avenue (State Highway [SH] 20) and Loop 375 intersections and reconfigure ramps in both the north and southbound directions between FM 76 and the Zaragoza Port of Entry.

The public hearing will be conducted in English, but a Spanish translator will be present.

Northeast Parkway Public Meeting  |  Thursday, July 26  |  Tom Lea Elementary, 5-7 p.m.

The public meeting on the proposed Northeast Parkway is set for Thursday, July 26 from 5-7 p.m. at Tom Lea Elementary located at 4851 Marcus Uribe Drive.

The proposed Northeast Parkway is planned as new location four-lane facility, including grade separations, interchanges and bicycle and pedestrian accommodations.

The proposed project would be constructed in two phases, Phase 1 being the construction of a Super 2 facility – a two lane rural highway with periodic passing lanes. The purpose of the proposed project is to address regional system linkage and system capacity by providing an alternate route to I-10. The project would complete a route around the northeast side of El Paso suitable for truck and other through traffic, diverting traffic from the city center.

Preliminary project exhibits will be available for public viewing. The maps and drawings reflecting the project location and geometric design will also be displayed.

The meeting is open house format and attendees are encouraged to come at their own convenience.

TxDoT/Go10 Closures, Detours for Week of April 22nd

Drivers that use the Sunland Park Interchange and I-10 in the area will experience a traffic switch, lane reductions and multiple weekend closures in May as construction advances on TxDOT’s GO 10 project.

Traffic Switch/27-Hour Closure

Crews will close Sunland Park Drive from Mesa Hills Drive to Doniphan Drive in both directions – along with all ramps at Sunland Park – from Sunday, April 29 at 3 a.m. to Monday, April 30 at 6.

The closure is needed to prepare for a traffic shift. During the 27-hour closure, motorists will be allowed access to businesses along Sunland Park Drive. Police officers and road signs will be in place to help drivers navigate the closure. Through traffic should avoid the Sunland Park corridor.

The traffic shift starts April 30 when crews close the Sunland Park overpass and shift traffic onto the newly constructed turnaround bridge parallel to the overpass for travel. The shift onto the turnaround bridge will mean fewer through lanes:  two northbound lanes and one southbound lane.

To assist drivers during this shift, the new Sunland Park flyover will be open. They can also use the westbound on ramp to I-10.

The closure and traffic shift will last at least five months. During that time crews will demolish and replace the Sunland Park Drive overpass. The new overpass will have an increased clearance height and additional lanes.

Extended Closures

57-Hour Weekend #1

I-10 will close in both directions between the Sunland Park exit and entrance ramps, the Sunland Park overpasses will close, and the Sunland Park flyover ramp will close from 9 p.m. Friday, May 4-Monday, May 7 at 6 a.m. Crews will be demolishing the Sunland Park Drive overpass. Drivers will be detoured onto the I-10 eastbound and westbound frontage road ramps.

57-Hour Weekend #2

The following weekend, I-10 will close so crews can continue the demolition and begin to remove massive steel girders from the old Sunland Park flyover ramp. I-10 at Sunland Park will close; Sunland Park Drive will close from Mesa Hills to Paisano, the Sunland Park flyover ramp will close, and the I-10 westbound on ramp at Sunland Park Drive will close.

Drivers traveling on I-10 eastbound will use the on/off ramp as a detour. Westbound traffic will exit at Sunland Park and use North Mesa Street (SH 20) as a detour. Closures will be in place Friday, May 11 from 9 p.m.-Monday, May 14 at 6 a.m.

57-Hour Weekend #3

A third 57-hour weekend closure may be needed if work does not progress as planned. Progress could be impeded by factors such as wind.  If a third 57-hour closure is needed, it will be Friday, May 18 from 9 p.m. – Monday, May 21 at 6 a.m.

Lane Reduction

A new traffic configuration will be in place on I-10, in both directions, through summer starting May 7. Lanes will be reduced to two lanes between Sunland Park and Buena Vista. Crews will be replacing the pavement and guard rail in the median of I-10.

ATTENTION

On April 30th, the Sunland Park flyover opens and the Sunland Park overpass closes.

But first, a 27-hour closure of Sunland Park Drive is required on Sunday, April 29.

o   Motorists on I-10 Eastbound who want to exit at Sunland Park Drive (Exit 13) will instead exit at North Mesa Street (Exit 11), then follow the detour signs to get to Sunland Park Drive.

o   Motorists on I-10 Westbound who want to exit at Sunland Park Drive (Exit 13) will instead exit at Executive Center Boulevard, then follow the detour signs to get to Sunland Park Drive.

 

Crews are reconfiguring traffic patterns on the Sunland Park Drive overpass. The change will detour motorists onto the newly constructed, adjacent overpass starting at 6 am on Monday, April 30. Detour:  Traffic will be detoured onto the newly constructed turnaround bridge located alongside the closed overpass.

NOTE: There will be an interruption of work on Sunday, May 6, from 4:30 am to 10:30 am. During this time, southbound traffic on Sunland Park Drive will be allowed access across the Sunland Park overpass.

·      Sunland Park Drive northbound will close at the I-10 overpass.

·      The Sunland Park entrance ramp to I-10 Westbound will close.

·      The Sunland Park flyover entrance ramp to I-10 Eastbound will close.

 

Detours:

I-10 Westbound traffic will exit at Sunland (Exit 13) and follow Sunland Park Drive to North Mesa St (SH 20), then follow North Mesa St (SH 20) to re-enter I-10 Westbound from the North Mesa entrance ramp.

I-10 Eastbound traffic will exit at Sunland (Exit 13) and immediately re-enter I-10 at the next ramp.

Crews will painstakingly remove 28 massive steel girders from the old Sunland Park flyover ramp. Each girder weighs more than 100,000 pounds. The girders will be cut into 30-foot sections, then carried (not dropped) and placed onto waiting trucks.

 

The dismantling of the girders will be accomplished with the help of cranes, each positioned near newly erected Sunland bridges. Crane setup alone takes six hours. Re-positioning of the cranes will be necessary during the girder removal process.

 

The operation is dangerous and requires precision. If winds reach 25 miles per hour, the operation will be halted.
