TxDoT/Go10/10Connect closures, detours for Week of April 13

Long before motorists can drive on them, work is underway on the unseen, underground supports for some of the new direct connector ramps being built as part of the Texas Department of Transportation’s I-10 Connect Project in Central El Paso.

Crews have begun work at several locations on drilled shafts which will support the columns for several new bridges. The shafts are four to five feet in diameter and some extend almost 90 feet below the surface. After the shafts are drilled, workers build a basketlike structure of steel rebar and insert it into the hole. The hole is then filled with concrete on top of which bridge support columns will eventually be built.

Crews are currently drilling shafts for Bridge No. 4 which will connect southbound US 54 to the Bridge of the Americas by flying high over Interstate 10 as well as several new and existing ramps at the Spaghetti Bowl. They are also working on shafts for Bridge No. 8 which will provide direct access from eastbound Loop 375 to eastbound I-10 by running parallel to northbound US 54 over US 62 (Paisano Drive).

The work requires a mobile drill rig, concrete pump and other heavy equipment. To ensure the safety of motorists and workers during these operations, the following closures are scheduled for the week of April 14, 2019:

El Pasoans ready for ‘Don’t Mess With Texas Trash-Off’ Saturday

Members from around the region and around the state are teaming up for the Don’t Mess with Texas Trash-Off to beautify their community and roads Saturday, April 6.

The Trash-Off is the state’s largest one-day litter cleanup event, with multiple local events happening throughout state.

In the El Paso District, more than 1,000 volunteers have registered to cleanup locations in Brewster, Culberson, El Paso, Jeff Davis and Presidio counties.

“The Trash-Off is a good time to remind everyone not to litter,” said El Paso District Engineer Bob Bielek. “Every year more than 400 million pieces of litter accumulate on Texas highways. Most of the trash is food/organic material, cigarette butts, and small pieces of paper such as receipts and gum wrappers.”

During the 2018 Trash-Off, 1, 875, 868 pounds of litter were collected by 2, 112 groups with 31, 317 volunteers statewide on 3,409 miles of road.

“We participate because we realize there is a problem with pollution not just in Texas, but across the world,” said El Dorado High School Art Teacher Candie Printz. “Rather than just talk about how concerned this makes us, we’d like to take action and be a part of the solution. Exposing our community members and young people to the problem, first-hand, along with the solution, is key to solving this dilemma. This can help to shift the perception of our culture for the better.”

Ahead of Saturday’s cleanup, Bielek advises drivers to pay extra attention while on the roads.

“Expect to see many groups of people in orange vests carrying trash bags. Drivers should keep an eye out for these volunteers on the side of various roads and slow down if they see a group picking up litter,” Bielek said.

The Trash-Off is part of TxDOT’s litter prevention program. Volunteers include the members of more than 3,000  Adopt-a-Highway (AAH) groups and more than 300 Keep Texas Beautiful (KTB) communities. AAH groups remove litter from Texas highways, while KTB volunteers focus on cleaning neighborhoods, city streets and parks.

The Trash-Off began in 1986 as a call to action to refrain from littering on one designated day. In 1987, the event was expanded to include litter pickup by encouraging all Texas Adopt-a-Highway (AAH) groups to collect roadside litter on the day of the Trash-Off. Keep Texas Beautiful (KTB) joined the effort in 1993 to include cleanup activities in Texas communities.

People who litter in Texas can be fined $500 every time they litter and if the litter weighs more than five pounds, the fine increases up to $2,000.

I-10 Connect begins monthly community meetings, announces bilingual info hotline

As motorists gear-up for up to three years of construction in the Spaghetti Bowl area as part of the I-10 Connect project, the Texas Department of Transportation is rolling out several additional ways for motorists to stay informed of changing traffic conditions.

Next week, TxDOT will hold the first of its monthly community meetings at which members of the public can get updates on this project’s progress and upcoming traffic impacts related to I-10 Connect.

The first community meeting will be held from 5:30 to 7pm on Tuesday, April 2, 2019, in the Medical Education Building at Texas Tech University Health Science Center El Paso’s Paul L. Foster School of Medicine, corner of Rick Francis Street and Robert Brown Avenue.

Information will be presented in English and Spanish. Those in need of special accommodations should contact TxDOT at (915) 790-4340 by 5pm on Monday, April 1, 2019.

These meetings are just one of several ways TxDOT and the community can interact during this project, including the following:

  • Bilingual Project Hotline – (855) 463-1010
  • Website and email newsletter updates –  i10connectelpaso.com.
  • Facebook and Twitter – @i10connectEP
  • Text message alerts will be available soon

I-10 connect officials say, “It will be especially important for members of the community to take full advantage of these communications tools as the project progresses and greatly impacts thousands of motorists on both sides of the border.”

So far closures have been used to install concrete barrier around project limits, close off lanes and begin the construction and demolition process.

Drivers are encouraged to register for text alerts and electronic newsletter distribution by visiting the project’s website.

Before crews begin widening US 54 over US 62 (Paisano Drive) as part of the I-10 Connect Project, they’ll begin demolishing parts of the existing US 54 bridge there next week.

That work will require complete overnight closures of Paisano between Gateway Boulevard North and Gateway Boulevard South.

This stretch of US 54 will be widened from two southbound lanes to three as part of the three-year, $96 million project which will dramatically re-shape the Spaghetti Bowl and nearby roadways in Central El Paso.

Elsewhere, motorists should also expect the following upcoming traffic impacts as crews begin drilling support shafts for bridges and continue placing concrete safety barriers:

  • A one-night lane closure on eastbound Interstate 10
  • A long-term closure of Ramp T which connects Gateway Boulevard North to US 54
  • Surface street closures near the Spaghetti Bowl

Below is a detailed list of all closures and detours related to the I-10 Connect Project currently scheduled during the week of March 24:

Op-Ed: Cap and Trench-Billion dollar highway project on horizon poses many questions

You may have heard about the I-10 Trench project proposed by the Texas Department of Transportation.

Part of the Reimagine I-10 study series, this piece in and around Downtown might be the largest transportation project ever in El Paso, at a cost of more than $1 billion.

The project proposes to:

  • Widen the “Trench,” the sunken portion of I-10 that passes through Downtown, replace the surface, and create adjacent access roads, which will require taking property, some historic, between Yandell and I-10.
  • Reconfigure the on- and off-ramps to Downtown, and widen the I-10 approaches to the Trench starting from the east around the Spaghetti Bowl and west around Executive.
  • Remove the bridges that connect to the community north of Downtown, and replace them with two larger bridges.
  • Reconfigure the streets – such as Mesa, Kansas, Oregon and others – that connect the community north of I-10 to Downtown and its adjacent neighborhoods.

The project would rival and perhaps exceed the Border West Expressway in scope, complexity and impact. Reconstruction of I-10 from Dallas to Executive will clog I-10 traffic for years, change the face of Downtown, and alter how the City – especially neighborhoods of the urban core, from Mission Hills to Kern Place to Rio Grande to Five Points – connects to Downtown.

This presents an opportunity. If the Trench is covered, it becomes a tunnel. The top, or cap, becomes usable space that reconnects Downtown to the neighborhoods north of it. Elsewhere, such as in Dallas, the cap is a park. The catch is, it has to be paid for locally, at a cost of hundreds of millions of dollars.

Before I-10 disrupted the city core, El Paso had a traditional hierarchy of urban scale. The tallest buildings – offices and hotels – were clustered in the blocks around a focal point, in this case the Plaza. Further out were apartments, then suburbs.

For example, the San Francisco neighborhood, west of Downtown and south of the highway, is made up mostly of apartment buildings, facing Sunset Heights, one of the city’s original suburbs, on other side of I-10. It’s hard to imagine the scale of removal to make way for I-10, US-54, and other infrastructure in Central El Paso.

This project also contemplates removal, which is concerning.

We want to restore urban fabric, not further rend it. But the proposal calls for taking two apartment buildings, at least one of which is historic, the iconic Pearl Apartments, with the Sunset Heights mural adding vibrancy and color for thousands of travelers daily, the Holocaust Museum, and the rest of the row of properties along Yandell adjacent to the Trench.

The Trench road surface must be rebuilt, regardless of whether or not the highway is widened.

Providing relief routes around the City – such as I-10 Connect over Lincoln Park, and the Borderland Expressway, formerly known as Northeast Bypass – are essential before the Trench can be addressed.

Decision-makers and stakeholders at the local and state level must ask hard questions about not only the opportunities but also the timeline and need before we carve yet another slice out of the heart of the city. Imagine the effect of years of major closure in the heart of the City?

Would simply resurfacing the Trench be far more cost-effective and faster? Could we cap it without widening and taking properties?

With new technology for vehicles and traffic management on the horizon, we should explore every alternative before committing to a project that will shape the center of the City, and Downtown, for generations.

Frankly, if we’re going to do that, we should ask the question of whether non-local traffic can be rerouted completely, via I-10 Connect and Borderland Expressway, and the highway turned into a boulevard system for local traffic, reclaiming urban space for parks, buildings, and neighborhoods.

That would be visionary, and truly put El Paso on the global map.

TXDOT is doing what it does best, planning a highway project. But we are looking at it as a community project, and do not believe widening I-10 is the only road before us. Every option must be transparently, thoroughly explored.

TxDoT/Go10/Connect 10 Detours, Work Schedule for Week of March 10

Plenty of work, and just a few detours around the Borderland as construction continues on a couple of projects, and a new project gets underway.

As work progresses on the landmark I-10 Connect project which will provide improved connectivity between I-10 and Loop 375 in the heart of El Paso, more overnight closures are planned next week including a complete one-night closure of Interstate 110 leading away from the Bridge of the Americas and the first long-term closure of the project.

The closures are necessary as crews continue placing temporary concrete barrier to outline the work zone for the I-10 Connect project in South Central El Paso.

The 30-foot, 42-inch barriers will create an added layer of separation — and safety — between motorists, construction crews and heavy machinery.

The following overnight closures and detours will be in place to accommodate this work:

Sunday, March 10, 2019, 9pm to 5am

  • Northbound US 54 between Loop 375 and Alameda Avenue (SH 20) will be closed to all traffic.
  • Ramp N and Ramp O which connect Loop 375 to US 54 will be closed to all traffic.
  • Ramp T which connects Gateway North Boulevard to northbound US 54 will be closed to all traffic.
  • Traffic bound from eastbound Loop 375 or eastbound US 62 (Paisano Drive) to northbound US 54 will detour by accessing eastbound I-110 near the Chamizal National Memorial.
  • Traffic bound from westbound Loop 375 or westbound US 62 (Paisano Drive) to northbound US 54 will be detoured taking US 62 (Paisano Drive) west then entering eastbound I-110 near the Chamizal National Memorial.

Crews will be placing concrete barriers.

Monday, March 11, 2019, 9pm to 5am

  • Eastbound I-110, leading away from the Bridge of the Americas, will be closed to all traffic.
  • Traffic entering the United States through the Bridge of the Americas will be detoured onto US 62 (Paisano Drive). From there, motorists will be able to access northbound US 54 near the El Paso Zoo.
  • Ramp W which connects US 62 (Paisano Drive) to eastbound I-110 will be closed to all traffic.

Crews will be placing concrete barriers.

Tuesday, March 12, 2019, 9pm to 5am

  • Southbound US 54 will be closed to all traffic at US 62 (Paisano Drive)
  • Traffic bound from southbound US 54 to eastbound Loop 375 will detour by taking Exit 20A (US 62/Paisano Drive), traveling on Gateway Boulevard South, and continuing to eastbound Loop 375.
  • Traffic bound from southbound US 54 to westbound Loop 375 will detour by taking Exit 20A (US 62/Paisano Drive) and turning right on Paisano, continuing west for approximately 1.6 miles before turning left on Coles Street and accessing Loop 375.

Crews will be placing concrete barriers.

Wednesday, March 13, 2019, 9pm to 5am

  • Ramp V which connects southbound US 54 to US 62 (Paisano Drive) will be closed to all traffic.
  • Lane restrictions will be in place on Gateway South Boulevard between Findley Avenue and Paisano.
  • The u-turn which connects Gateway South Bouevard to Gateway North Boulevard at Paisano Drive will be closed to all traffic. This closure will remain in place until further notice.
  • Traffic bound from southbound US 54 to US 62 (Paisano Drive) will detour by continuing on US 54 to eastbound Loop 375, traveling east on Loop 375 for approximately 1.3 miles, taking Exit  56 (Fonseca Drive), then re-entering westbound Loop 375 and continuing to US 62 (Paisano Drive).

Crews will be placing concrete barriers.

Thursday, March 14, 2019, 9pm to 5am

  • US 62 (Paisano Drive) will be open to one eastbound and one westbound lane between Gateway North Boulevard and Gateway South Boulevard
  • Both u-turns at the US 54/US 62 (Paisano Drive) interchange will be closed.

Crews will be placing concrete barriers.

Drivers are encouraged to register for text alerts and electronic newsletter distribution by visiting i10connectelpaso.com. This is only the first step in I-10 Connect project; additional closures will be announced in the coming weeks.

Go10, TxDoT Closures, Traffic Changes for Week of January 26

Here’s a look at the project closures for the week ahead. The complete closure lists via hyperlinks are at the bottom of this article.

Last week, GO 10 announced crews were targeting January 28th to close the Resler westbound exit ramp (Exit 12).  A firm date of Tuesday, Jan. 29th is now set to close the Resler exit.

By the morning of Wednesday, January 30th, motorists can expect to have no access to the Resler westbound exit ramp (Exit 12) for approximately three months.

The ramp closure is necessary while crews finish building the westbound collector-distributor (CD) lanes, shaded red in the artistic rendering.  When the new Resler exit (Exit 12) is open, it will be accessible from the new CD lanes, as shown, not from the main lanes of I-10.

While the Resler westbound exit ramp is closed, drivers are encouraged to use the Sunland Park westbound exit ramp (Exit 13). The North Mesa westbound exit ramp (Exit 11) will also be an option for exiting drivers; however, pavement work is taking place near the North Mesa exit ramp and may result in delays for westbound exiting vehicles.

At I-10 Eastbound and Sunland Park, crews are targeting the night of Sunday, Feb. 3rd to close the existing eastbound Sunland Park exit ramp (Exit 13). Motorists can expect the new and permanent eastbound Sunland Park exit ramp (Exit 13) to be open by the morning of Monday, Feb. 4th.

Similar to Resler’s westbound exit ramp, the new Sunland Park eastbound exit ramp will be accessible to motorists from the CD lanes, as shown below in the artistic rendering.  Motorists should follow the overhead exit signs to access the new Sunland Park exit ramp (Exit 13).

Traffic Changes:

GO10

  • A firm date of Jan. 29 is now set to close the Resler westbound exit ramp (Exit 12). By the morning of Wednesday, Jan. 30, motorists can expect to have no access to the Resler westbound exit ramp  for approximately three months.
  • At I-10 eastbound and Sunland Park, crews are targeting the night of Feb. 3 to close the existing eastbound Sunland Park exit ramp (Exit 13). Motorists can expect the permanent eastbound Sunland Park exit ramp (Exit 13) to be open by the morning of Feb. 4.

Alameda Reconstruction Project

  • Tuesday, Jan. 29 (closure until further notice) – Alameda Avenue (SH 20) traffic will be channelized to a single lane in each direction, utilizing the newly constructed SH 20 westbound lanes west of Presa Place and Walmart Supercenter intersection. Closures are necessary for construction of proposed concrete paving of eastbound travel lanes, outside curb intersections, sidewalk along the Franklin canal and final striping.

TxDoT/Go10 Project Closures, Detours for Week of January 20

Here’s a look at the project closures for the week ahead. More highlights and the complete closure lists via hyperlinks are below.

Officials say crews will now turn their attention tot he new CD lanes, impacting the Resler Exit.  The target date to close the Resler exit ramp from I-10 Westbound is January 28.

The closure of the Resler westbound exit ramp (Exit 12) is necessary while crews finish building the westbound collector-distributor (CD) lanes and connect the new Resler exit ramp (Exit 12) to the new CD lanes.

In the final design, as shown in the artistic rendering, motorists will have access to the new Resler exit ramp (Exit 12) from the CD lanes, not from the main lanes of I-10.  The red shaded pavement in the image indicates the section of CD lanes that needs to be built and, therefore, requires the closing of the Resler exit ramp.

Drivers can expect the Resler exit ramp to stay closed for approximately three months. Exact dates cannot be provided. Work activities are subject to delays.

While the Resler exit ramp is closed, drivers are encouraged to use the Sunland Park exit ramp (Exit 13). The North Mesa exit ramp (Exit 11) will also be an option for drivers; however, pavement work is taking place near the exit ramp on North Mesa Street and may result in delays on the North Mesa exit ramp and at the signalized intersection.
