TxDot/Go10 Closures, Detours for Week of September 2

Here’s a look at our project closures for the week ahead.

Starting Tuesday after Labor Day, you can expect GO 10 to close I-10 in both directions between Executive Center Boulevard and Sunland Park Drive on the nights of Sept 4-6.

Then, in two weeks, expect a 27-hour closure on I-10 East at Redd Road (Exit 9).

·      I-10 Westbound will close completely at Sunland Park (Exit 13) only if the aforementioned closure of I-10 Westbound at Executive Center Boulevard is canceled. (Updated information will be posted to Twitter @go10ep and to the GO 10 website.)  Detour:  Motorists on I-10 Westbound will exit at Sunland Park (Exit 13), then follow Sunland Park Drive to North Mesa Street (SH 20).  Motorists may re-enter I-10 Westbound from the North Mesa Street entrance ramp.

·      Sunland Park Drive will close completely in both directions at the I-10 overpass.  Detour: Motorists should use an alternate route or follow the detour signs in place.

Detour:  Motorists on I-10 Eastbound will exit at Redd Road (Exit 9), then take Doniphan Drive to North Mesa Street (SH 20). The North Mesa Street entrance ramp to I-10 will be open.

 

Crews will be moving barrier walls and re-striping lanes on I-10 Eastbound.

 

IMPORTANT:  After the closure lifts, motorists on I-10 Eastbound at North Mesa Street (SH 20) will experience a change in traffic lane patterns. The change to traffic patterns is necessary while GO 10 continues to re-pave I-10 and make improvements to North Mesa Street.

 

TxDoT: Travel Information Centers help with Labor Day Weekend Trips

As thousands of drivers head out this Labor Day Holiday to get in that last summer trip, Texas Department of Transportation (TxDoT) officials remind them of the resources that the Texas Travel Information Centers (TIC) provide.

Texas Travel Information Centers are staffed by professional travel counselors who welcome visitors to Texas, help with routings and provide information on points of interest, events and road conditions.

Visitors will also find rest areas with restrooms, picnic tables and “Welcome to Texas” photo opportunities.

“We get travelers from around the world, people new to the area and local residents that stop by and are surprised by how much our state has to offer,” said Sandra Torres, Anthony TIC Manager. “We encourage everyone to stop by and visit us.”

Texas has 12 locations across the state, including the location in the TxDOT El Paso District in Anthony, Texas. The center is open 8a.m. – 6 p.m., 7 days a week during the busy summer travel season.

Go10/TxDoT Closure for Week of August 20

Both TxDoT and EPE Crews will be busy this week, from sites stretching from Downtown El Paso to poins east and west.

First off, in order to allow El Paso Electric (EPE) crews to safely place electrical cables through the newly repaired utility bridge, consecutive overnight closures will be required.

Commuters can expect the following I-10 eastbound and westbound closures in downtown El Paso on the following dates and times:

  • Monday, August 20, 2018 – 8 p.m. to 6 a.m.
  • Tuesday, August 21, 2018 – 8 p.m. to 6 a.m.
  • Wednesday, August 22, 2018 – 8 p.m. to 6 a.m.
  • Thursday, August 24, 2018 – 8 p.m. to 6 a.m.

Intermittent lane closures on Wyoming Ave, N. Stanton and E. Yandell will continue through the end of August. Final repairs of the manholes located on Wyoming and E. Yandell (next to the Howdy’s Food Mart) will continue through September.

Look for additional closures overnight next week required for utility work once the bridge is repaired.  Also motorist need to prepare for the 27-hour closure on I-10 coming up for a traffic pattern change.

TxDoT Set to Hold Meeting on Loop375 Lane Expansion

The TxDoT El Paso District will hold a public hearing for a project to improve Loop 375 (Purple Heart Memorial Highway) from Spur 601 (Liberty Expressway) to US 62/180 (Montana Avenue).

According to TxDoT officials, the proposed project is intended to improve mobility and reduce congestion by widening Loop 375 from the existing four-lane facility to a six-lane facility (three lanes in each direction), with three-lane frontage roads on either side of Loop 375 and a hike and bike trail along the southbound Loop 375 Frontage Road.

Plans also include improvements to the Loop 375 and Spur 601 intersections with the construction of three direct connectors. The work will stretch approximately 5.3 miles along Loop 375 and 0.1 mile along Spur 601.

“These changes will not only improve mobility for a growing part of East El Paso, but will also help support any development on Fort Bliss and include Post specific needs, such as a tank crossing,” said TxDOT El Paso District Engineer Bob Bielek. “The current infrastructure on Loop 375 lacks sufficient capacity to accommodate projected growth and traffic flow.”

The public hearing will be on Tuesday, August 28, at the R.E.L. Washington Elementary School Gymnasium at 3505 Lee Trevino Drive. Displays will be available for viewing at 6 p.m., during the open house portion of the meeting, followed by the formal presentation at 7 p.m. and a public comment period.

Unlike a public meeting, a public hearing is held after project location and design studies are developed and are held to gather community comments from all interested parties for the official public record prior to a final decision.

“We encourage people to come out and find out more about the project and get details on different phases of the planned improvements ahead of construction starting,” Bielek added.

The hearing will be conducted in English, and a Spanish interpreter will be present. Persons interested in attending the hearing who have special communication or accommodation needs are encouraged to contact TxDOT El Paso District Public Affairs Officer Jennifer Wright at (915) 790-4200.

Requests should be made at least five (5) working days prior to the hearing. Every reasonable effort will be made to accommodate these needs.

Repairs to Damaged Downtown Utility Overpass Begin Sunday Night

Almost a month after a tractor-trailer driver ran his semi-truck into the overpass, crews with El Paso Electric and the Texas Department of Transportation are set to start repairs to the damaged utility bridge.

The repairs begin Sunday night August 12, when EPE Crews will require a full eastbound and westbound closure on I-10 in the downtown area, beginning at 9 p.m.  Crews will remove the existing wires from the damaged utility bridge before the repairs to the bridge begin next week.

Additionally, Wyoming Avenue will be completely closed from North Santa Fe Street to North Stanton Street.

The work is scheduled to be completed before 6 a.m. on Monday, August 13, then rebuilding of the damaged utility bridge in Downtown El Paso is scheduled to begin next weekend.

The continuous, weekend-long closure of I-10 at Downtown will start Friday, August 17th at 8 p.m. and run through Monday, August 19th at 5 a.m.

In preparation, I-10 East will also be closed Wednesday, August 15 and Thursday, August 16th from 8 p.m.-5a.m., nightly.  Traffic will exit and enter I-10 at Downtown.

“Drivers should utilize alternate routes or plan for extra travel time if they plan to be Downtown during this time. Additional congestion can be expected on the detour route as Yandell and Wyoming will be down to one lane during the closure to allow for utility work,” said TxDOT El Paso District Engineer Bob Bielek.

The repair plan includes demolishing then replacing two damaged beams, removing then replacing guardrail, and reconfiguring travel lanes to their original configuration.

“While work will happen on the westbound side of I-10 next weekend, the closure of the eastbound lanes is need for positioning of equipment,” said Bielek. “We expect both sides of the interstate to open simultaneously in time for Monday morning’s rush hour traffic.”

Additional closures related to preparatory work may be required as utility coordination continues. Drivers are encouraged to follow developments on Twitter and look for messages on dynamic message boards along I-10 and related routes.

Coordination with other TxDOT construction projects in progress will ensure drivers have alternate routes on Paisano, US 54, Loop 375/Border Highway and Transmountain free of closures during the designated weekend.

Video+Story: EPISD, TxDOT Caution Drivers: School Zones Active Beginning Monday

EPISD Police Services and the Texas Department of Transportation (TxDOT) teamed up Friday at Cooley Elementary School to remind drivers about school zone traffic laws and how they apply beginning on Monday, the first day of school.

“We are proud of our effective partnership with EPISD and their effective traffic safety efforts,” said Jennifer Wright, TxDOT public affairs officer. “Pay attention, stay off cellphones and watch out for buses and kids. We also want parents to have a conversation with their children about traffic safety: cross only in at intersections and designated crosswalks, make eye contact with drivers before crossing and look before getting out of the vehicle.”

EPISD Police are certified Texas peace officers and patrol campuses throughout the District to enforce traffic laws.

“We all have to work collectively to make sure everyone is safe going to and coming from school,” said EPISD officer Raul Ramos. “We will be enforcing all traffic laws, so we want to inform the public on how to avoid causing any accidents.”

The three most common violations officers encounter in school zones are speeding, passing and distracted drivers. The officers coordinated a demonstration to dispel any confusion about what is considered passing.

“A lot of people think it’s okay to pass in a school zone as long as you stay under 15 miles, but that is incorrect. If your front bumper breaks the plane of the vehicle next to you, that is considered passing,” Ramos said. “If you are passing another vehicle, you cannot see if there is a child in the crosswalk.”

Here’s a look at all the project closures for the week ahead. Other highlights are included, as are the complete lists via hyperlinks.

GO 10 is on the tail-end of its four-year timeline and that means plenty of construction milestones to applaud:

  • Recently, crews finished paving half of North Mesa Street (SH 20) under the I‐10 overpass. Work will start next week to start paving the other half. Traffic on North Mesa Street (SH 20) will be switched onto the newly paved lanes later this month.
  • Next week, crews will place the final beams on the new Sunland Park overpass.
  • On August 20, the I‐10 Westbound overpass at North Mesa Street (SH 20) will open to traffic.

Plus, 27-hour closures are planned for Aug 19 and Aug 26.

The Sunland Park Drive overpass will not be an alternate route option as it will also close during these nights.

·      The North Mesa exit ramp (Exit 11) from I-10 Westbound will close.

Detour:  Motorists on I-10 Westbound who want to exit at North Mesa (Exit 11) should find an alternate exit ramp or follow the detour signs in place.

Video+Story: TxDoT Schedules Public Hearing on Upcoming ‘I-10 Connect’ Project

The TxDOT El Paso District will be holding a public hearing next week, regarding the upcoming I-10 Connect project.

“I-10 Connect is a critical component in our local highway system,” said El Paso District Engineer Bob Bielek. “It will improve mobility and address congestion on the existing roadway network. We have all seen I-110 congestion as vehicles head into Juarez. This project addresses the mobility issues and also addresses air quality and safety concerns brought up by the community regarding commercial traffic impacting the surrounding neighborhoods by eliminating access to the Port of Entry from Paisano.”

The proposed project consists of constructing direct connectors, ramps, and auxiliary lanes and widening existing ramps and direct connectors between I-10, I-110, United States Highway (US) 54, and Loop 375 (Cesar Chavez Border Highway).

TxDoT officials add that the proposed project would “improve mobility and address congestion on the existing roadway network.”

During the hearing, the community will hear about the planned improvements and will be able to comment on the proposed project. Displays will be available for viewing at 5 p.m. with the formal presentation starting at 6 p.m.

The hearing will be conducted in English, but a Spanish interpreter will be present.

Unlike a public meeting, a public hearing is held after project location and design studies are developed and are held to gather community comments from all interested parties for the official public record prior to a final decision.

The meeting is scheduled for Monday, July 30 at Texas Tech University Health Sciences Center Medical Education Building, located at 5001 El Paso Drive.

TxDoT/Go10 Construction, Detours for Week of July 15

Next week closures on I-10 will still be in effect so progress can continue to be made on the Sunland Park Drive overpass.

In addition, the I-10 closure for our Vinton project was rescheduled for the 17 and 18, US 54 southbound will be closed all weekend between Hondo Pass and Hercules for work on the pedestrian bridge plus the Gateway Blvd (I-10) westbound Viscount entrance ramp will close July 23 so crews can progress on our Braided Ramp project

  • GO 10, Mesa Park Interchange and Border West Expressway all have planned closures on I-10, it is best to avoid I-10 on the westside after 8:30 p.m. if at all possible.
  • There are extended closures for Campbell and Kansas scheduled, an extended reconfiguration for Montana and a traffic switch planned for Alameda.

TxDoT To Hold Meetings on Loop 375 Frontage Roads, Northeast Parkway

Community members are invited to participate in two upcoming TxDOT meetings in the El Paso District.

The first is a public hearing on the proposed improvements to Loop 375 from Farm-to-Market (FM) 76 (North Loop Drive) to the Zaragoza Port of Entry (POE) on July 25. The other is a public meeting on the proposed Northeast Parkway July 26.

A public hearing is held after project location and design studies are developed and are held to gather community comments from all interested parties for the official public record prior to a final decision.

A public meeting is held throughout the planning process and is intended to present information, exchange ideas and gather input from the public on the need for, and possible alternatives to, a project.

Loop 375 Frontage Roads Configuration Public Hearing  |  Wednesday, July 25

The public hearing on the Loop 375 frontage roads will take place on Wednesday July 25, at Del Valle High School, 950 Bordeaux Drive. Displays will be available for viewing at 5 p.m. with the formal presentation at 6 p.m. The purpose of the hearing is to provide information about the proposed project and gather input from the public.

The 2.4-mile long project is intended to improve mobility and reduce congestion by extending frontage roads across the Union Pacific Railroad (UPRR) and reconfiguring ramps. The existing Loop 375 frontage roads generally consist of three lanes in each direction, with two 14-foot-wide lanes and one 12-foot-wide lane.

The proposed improvements would extend the frontage roads over the UPRR just north of the Alameda Avenue (State Highway [SH] 20) and Loop 375 intersections and reconfigure ramps in both the north and southbound directions between FM 76 and the Zaragoza Port of Entry.

The public hearing will be conducted in English, but a Spanish translator will be present.

Northeast Parkway Public Meeting  |  Thursday, July 26  |  Tom Lea Elementary, 5-7 p.m.

The public meeting on the proposed Northeast Parkway is set for Thursday, July 26 from 5-7 p.m. at Tom Lea Elementary located at 4851 Marcus Uribe Drive.

The proposed Northeast Parkway is planned as new location four-lane facility, including grade separations, interchanges and bicycle and pedestrian accommodations.

The proposed project would be constructed in two phases, Phase 1 being the construction of a Super 2 facility – a two lane rural highway with periodic passing lanes. The purpose of the proposed project is to address regional system linkage and system capacity by providing an alternate route to I-10. The project would complete a route around the northeast side of El Paso suitable for truck and other through traffic, diverting traffic from the city center.

Preliminary project exhibits will be available for public viewing. The maps and drawings reflecting the project location and geometric design will also be displayed.

The meeting is open house format and attendees are encouraged to come at their own convenience.

TxDoT: City’s First Flashing Yellow Signal Now Operational

Far-East El Paso drivers now have an additional light to help them drive safer, as the city’s first flashing yellow signal is now operational. The signal is located on Alameda at Walmart, near Loop 375.

It has a four section signal head that includes four arrows: steady green for protected left turns; steady yellow to have drivers prepare to stop; red for stop, and flashing yellow to let drivers know left turns are allowed, but they must yield to oncoming traffic.

“El Paso is the last Texas metropolitan area to implement a signal of this type,” said TxDOT El Paso District Engineer Bob Bielek. “It is important that we phase into the state and national standards as we begin new projects. Most importantly, research has shown that this new signal is safer, more efficient and a more consistent approach for left-turn lanes than traditional signals.”

Flashing yellow arrow left-turn signals are a new standard for signals. Left hand turns have historically been identified as one of the most challenging actions a driver can undertake.

Left turn signals have been designed to let drivers know when they can safely turn across oncoming traffic, but the wide variety to types of signals used across the country can be confusing.

The addition is part of TxDOT’s Alameda project that involves operational, pedestrian and drainage improvements on Alameda from Loop 375 (Americas Ave.) to Presa. The project started last summer and is expected to be complete in spring 2019.

This new flashing yellow signal is the first of three that are part of the project. Intersections at Alameda and Carnes and Alameda and Presa will have them in the future.

TxDOT maintains signals at 54 intersections outside city limits. This flashing yellow signal was installed by TxDOT, but will be maintained by The City of El Paso.
