The Texas Department of Transportation (TxDOT) is performing a Traffic Engineering and Planning Study to improve multi-modal safety and mobility along approximately 11.5-miles of Paisano Drive from Sunland Park Drive to Montana Avenue and along 9.0-miles of Montana Avenue from Paisano Drive to Loop 375 in El Paso County. This notice advises the public that TxDOT will be conducting an online virtual public meeting on the proposed study with two in-person options.

The virtual meeting will consist of a pre-recorded video presentation and will include both audio and visual components.  The presentation will be posted online by Tuesday, October 17, 2023, at 6 p.m. MST.  To log onto the virtual public meeting, go to the following web address at the date and time indicated above:  www.TxDOT.gov and enter the keyword “Paisano Drive and Montana Avenue Corridor Study”.  Following the virtual public meeting, the presentation will remain available for viewing at the web address indicated above until at least Wednesday, November 1, 2023, at 11:59 p.m. MST.  If you do not have internet access, you may call 915-790-4204 between the hours of 8:00 a.m. and 5:00 p.m. MST, Monday through Friday, to ask questions and access study materials during the study development process.

Additionally, TxDOT is providing two in-person options for individuals who would like to participate in person instead of online.  The first in-person option will be held on Tuesday, October 17, 2023, from 6 p.m. to 8 p.m. MST at the Texas Tech Health Sciences Center Classrooms 1A103C and 1A103D, 5001 El Paso Drive, El Paso, TX 79905. The second in-person option will be held Wednesday, October 18, 2023, from 6 p.m. to 8 p.m.MST at the Sun Metro Facility Classroom #117, 10151 Montana Avenue, El Paso, TX 79925. Both meetings will allow attendees to review hard copies of study materials, ask questions of TxDOT staff and/or consultants, leave written comments, and view the same presentation delivered in the online public meeting which will be playing on a screen. The same information will be available at the virtual public meeting and both in-person public meeting options.

The proposed Corridor Study will develop short-, mid-, and long-term improvements for multi-modal safety, connectivity, drainage, and transportation operations along Paisano Drive or Montana Avenue, in El Paso County. In coordination with the City of El Paso 2016 Bike Plan, the corridor study will analyze the most imperative bicycle and pedestrian updates needed for the community. Short-term recommendations would take up to 5 years to implement, mid-term recommendations would take 5 to 10 years, and long-term recommendations would be implemented in 10+ years.

The virtual public meeting and in-person option will be conducted in English and Spanish. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. Please be aware that advance notice is required as some services and accommodations may require time for the Texas Department of Transportation to arrange.

Written comments from the public regarding the proposed study are requested and may be submitted by mail to the TxDOT El Paso District Office, 13301 Gateway West, El Paso, TX 79928-5410.  Written comments may also be submitted by email to [email protected]. Additionally, members of the public may call 785-471-5137 and record a verbal comment.  All comments must be received on or before 11:59 pm MST on Wednesday, November 1, 2023. Responses to comments received will be available online at www.TxDOT.gov enter the keywords “Paisano Drive and Montana Avenue Corridor Study” once they have been prepared.
