YISD announces new CFO, Director of Special Projects

The Ysleta Independent School District (YISD) is pleased to announce the hiring of Lynly G. Leeper as the district’s new Chief Financial Officer, and Abigail Tarango as the new Director of Special Projects and Strategic Initiatives, effective Monday, Feb. 29.

Leeper, who replaces the recently retired YISD Associate Superintendent of Finance Rolyne Kafka, most recently served as chief budget officer for the City of El Paso from March 2011 to October 2014, where she oversaw an $850 million annual operating budget and a $250 million annual capital budget.

She began her career in 1987 as a registered securities principal for Edward Jones & Co., then served as an accountant with Energon Oil & Gas Inc. in Pampa, Texas. She later worked as a certified public accountant for 10 years with Leeper & Leeper Inc. in El Paso, and as chief financial officer/assistant director for the City of El Paso’s Sun Metro/First Transit Contract Management.

Leeper holds a bachelor’s degree in business administration in accounting from Texas Tech University, and became a certified public accountant in 1997.

Tarango, a Family & Consumer Sciences Education agent for Texas A&M AgriLife Extension Education-El Paso, will serve as Director of Special Projects and Strategic Initiatives at YISD – a new position that entails project management and support for the implementation of key district initiatives, including the “Vision 20/20: Strategic Action Plan” recently determined by the Board of Trustees and Superintendent of Schools.

Over the course of her career, Tarango has worked as a teacher at Mayfield High School in Las Cruces and Sunshine Christian School, a freelance writer, a coordinator with the nonprofit El Paso Marathon Kids, and a faculty member in the UTEP-TRIO: Upward Bound program.

Tarango holds a bachelor’s degree and a master’s degree, both in Family & Consumer Science, from New Mexico State University in Las Cruces.
